
Identified as a priority since the early days of the AFNQL by a June 1986 resolution, economic development is one of the primary levers for breaking free from state dependency.
This political will materialized in 2000 with the creation of the First Nations of Quebec and Labrador Economic Development Commission (FNQLEDC). Although this mandate aims to promote the full autonomy of the communities, it requires constant navigation through the complex systemic barriers imposed by the Indian Act.

The takeover of workforce development began with an October 1995 resolution, which opened negotiations between the AFNQL and the federal government for the transfer of human resources responsibilities.
The following year, in 1996, the Assembly of Chiefs created the First Nations Human Resources Development Commission of Quebec (FNHRDCQ). This is an essential body for enabling the training of employees and managers through a culturally adapted approach.
