Organizational Chart of the Council of Chiefs and Commissions

The First Nations Education Council (FNEC) is an association of 22 First Nations in Quebec that has worked for 40 years toward the realization of First Nations’ right to exercise full jurisdiction over education through the establishment of a comprehensive education system, adequately resourced, and designed and managed according to their values and cultures. Excellence, educational success, cultural pride, and First Nations control of First Nations education are at the heart of its mission.

The First Nations of Quebec and Labrador Health and Social Services Commission (FNQLHSSC) is a non-profit organization responsible for supporting the efforts of First Nations in Quebec and Labrador to, among other things, plan and deliver culturally adapted and preventive health and social services programs. Its mission is to accompany First Nations in Quebec in achieving their goals regarding health, wellness, culture, and self-determination.

As one of the regional commissions of the Assembly of First Nations Quebec-Labrador (AFNQL), the First Nations Human Resources Development Commission of Quebec (FNHRDCQ) is responsible, on behalf of 27 First Nations, for administering the Indigenous Skills and Employment Training Program (ISETP), as well as the Urban ISETP, which supports First Nations, Métis, and Inuit people living in urban areas in Quebec. Through its 31 Employment and Training Service Centres (ETSC), located in 27 First Nations communities and four cities (Montreal, Quebec City, Val-d’Or, and Sept-Îles), the FNHRDCQ helps clients enter the labour market by offering various employment and training measures.

Founded in 2000 by the Chiefs of the Assembly of First Nations Quebec-Labrador (AFNQL), the First Nations of Quebec and Labrador Sustainable Development Institute (FNQLSDI) mission is to provide First Nations with a dynamic service hub, supporting their efforts toward the health of the territory and its resources, the development of sustainable communities, and the recognition of First Nations rights.

The FNQLEDC is recognized as a service organization, locally controlled and based on collaboration and consensus-based decision-making. The FNQLEDC works with all its members, specifically the Community Economic Development Officers (CEDO) and their respective economic development organizations, while respecting local autonomy and political allegiance. It has received the support of various First Nations partners.

The FNQLEDC is a knowledge-sharing organization that recognizes access to quality information as an essential condition for decision-making aimed at serving the collective interest. t is dedicated to the support, training, and promotion of its members, as well as to the socio-economic development of the First Nations of Quebec and Labrador, insofar as these actions meet the needs of its members.

The Tshakapesh Institute is an organization dedicated to the preservation, promotion, and transmission of the Innu people’s language and culture. It also works to support education and promote the arts to strengthen identity pride and ensure the transfer of knowledge between generations.
